1. CHICKADEE. Most recent reports were received July 4th and 5th, together with information leading us to believe CHICKADEE is in trouble. We conclude he is under suspicion, possible surveillance, and even might have been compromised to the point where he could be actingounter-agent. We therefore are studying his most recent reports which covered certain aspects of military doctrine most carefully, chocking them against all sources available to us and are not disseminating themudgment as to their bona fides.
