3. THE REQUEST THAT THE NATIONAL ASSEMBLY GRANT SPECIAL POWERS TO THE GOVT FOR ONE YEAR IS OESIGNEO TO MAINTAIN THE ASSEMBLY AS PROVIDED FOR IN THE CONSTITUTION. PHOUMI ASKED THAT THE PDSP MEMBERS VOTE V GIVE TlrESE POWERS TO THE GOVT SO IT WILL BE STRONG AND ABLE TO DO GOOD FOR THE COUNTRY.

DECIDED TO GIVE THE GOVT SPECIAL POWERS ONLY UNTIL II MAYECAUSE ACCORDING TO THE CONSTITUTION THE ASSEMBLY MUST OPEN ITS ORDINARY SESSION ON II MAY. AFTER OPENING THE ASSEMBLY, IT MUST ELECT NEW OFFICERS. IF THE GOVT STILL WANTS FULL POWERS AFTER THAT DATE, THE ASSEMBLY WILL GRANTECOND TIME.
