MEMORANDUM FOR THE PRESIDENT
THROUGH: Mr. McGeorge Bundy
Special Assistant to the President {or National Security Affairs
Attachedemorandum issued by the Joint Atomic Energy Intelligence Committee on the subject of Public Release of Information on Soviet Nuclear Tests. The purpose of establishing the criteria covered by the memorandum is to
permit as full disclosure as is possible without compromising
tho capabilities of the Atomic Energy Detection System (AEDS).
The procedure was approved by the United States Intelligence Board on August 8th, and the Board instructed JAEIC to meet at the earliest hour following receipt of signals indicating an event, consider the information reported from the several stations, and authorize the release, provided the signals indicate

an explosion oi the magnitude set forth In the attachedand further providing that no unusual circumstances surrounded the event which would in the opinion of JAEIC make the release undesirable.
It is assumedelease will be made promptly by tbe Atomic Energy Commission upon receipt of the findings of the Joint Atomic Energy Intelligence Committee after the AEC has been informed by its representative on the Committee.
It is further agreed that immediately upon receiptignal indicating an event, the Chairman of JAEIC would notify Mr. McGeorge Bundy's office, the office of the Chairman of the Atomic Energy Commission through AEC JAEIC member, and my own office,ignal had been receivedeeting of the Committee convened. No public announcement will be made however, until the above procedure has been completed.
