TROUBLES TN THE CONGO

US and UN officials in the Congo are alarmed by UN Secretary Generalroposal toUN forces. They report that by the end of this year no morealf Congolese Army battalions will havetraining to be reliable for maintaining order. Theseforesee disturbancestho civilian population and the army in Katanga, and possibly another mass flight of Belgians. Thant, preoccupied with the UN's financial problems, has planned to withdraw all UN troopsight do so even earlier.

Another source of serious disturbances is the Congolese Parliament's decision toew Lualaba province ln western Katanga. Two largeLunda and their traditional enemies thethis area. Tshombe has stated publicly that he opposes any division of Katanga. The struggle over division will be the more Intense because the new province ls supposed tothe Kolwezl area, where some two thirds of Katanga's minerals and three quarters of its electric power are produced, and where the Union Mlniere hashird of its processing facilities.
