FROM SHOCK AND DISBELIEF THATETTER COULD HAVE BEEN SENT BY THE PRESIDENT OF THE UNITED STATES TO THAT OF COMPLETE DISAPPOINTMENT IN THE UNITED STATES. SOME WENT EVEN SO FAR AS TO SAY THAT IN THE LIGHT OF THIS LETTER TURKEY SHOULD NOT HAVE POSTPONED INTERVENTION. THE GENERAL CONCENSUS
