1. THE POLICY AMONG HIGH-LEVEL CUBAN GOVERNMENT OFFICIALS, AT LEAST

UNTILAS TO INSURE THAT NO ACTION BE TAKEN AGAINST THE GUANTANAMO NAVAL 3ASE WHICH WOULD PROVOKE MILITARY REACTION BY THE UNITED STATES. RAUL CASTRO, IN PARTICULAR, GAVE EXPLICIT INSTRUCTION TO THE MILITARY TO AVOID ANY INCIDENTS.

2. FIDEL CASTRO'S RECENT PRECIPITANT ACTION IN CUTTING OFF THE WATER SUPPLY TO THE BASE CAUSED SOME CONCERN AMONGST CUBAN OFFICIALS ABROAO WHO FEAREO THE ACTION MIGHT. MILITARY RETALIATION. THIS CONCERN QUICKLY DISSOLVED WHEN IT BECAME EVIDENT THAT. WOULD TAKE NO ACTION.
