CHIEF CEDRAS WOULD SUPPORT IN EXCHANGE ENERAL AMNESTY FOR THE MILITARY ANDOICE IN SELECTING AN INTERIM PRIME MINISTER. THE PROPOSAL ALSO WOULD INCLUDE LEGISLATIVE RECOGNITION OF OUSTED PRESIDENT ARISTIDE AND THE FORMATIONATIONAL COUNCIL TO BEGIN INSTITUTIONAL REFORMS AND TO SETATE FOR ARISTIDE'S RETURN TO HAITI; A NEW PRESIDENTIAL ELECTION WOULD BE HELD, HOWEVER, IF THE COUNCIL WERE UNABLE TO AGREE ONATE OR IF ARISTIDE REFUSED

COMMENT: CEDRAS AND THE HIGH COMMAND RECOGNIZE THAT THE LEGISLATURE MUST TAKE THE LEAD INEW GOVERNMENT IF THEY HOPE TO PORTRAY IT AS LEGITIMATE. NEVERTHELESS, THEY REMAIN STRONGLY OPPOSED TO ARISTIDE'S RETURN AND HILL INSISTEW GOVERNMENT THEY CAN CONTROL. CXDJAS'S SUPPORT FOR THE PLAN ALMOST CERTAINLY IS BASED ON THE ASSUMPTION THAT ARISTIDE WILL REFUSE TO COOPERATE AND THATEW PRESIDENTIAL ELECTION WOULD ULTIMATELY BC HELD.
