TELEPHONE CALL FROM MR. MC CONE

McC. says he now has all the facts on this situation but he said he hasn'tolution about what to do abouts far ass are concerned the reports are that they wereestraint with respect to bombing of any city. Secondly, reports that our people have checked say the rebels are reporting the bombingity when it has really been more like scraffingse road or something such as that. McC. said we have no information except the one report which the Sec. is familiar with and we really don't know exactly who this intercepted clear message was really for -Sec. said it just might be possible it was Intended for us as much as for the other guy. McC. said this isroublesome situation. McC. said there are two plans to do somethinghe plan they have for which is very marginal and the other is the CLNCSTRLKE program. Sec. said the big problem is that we can't focus on fivehere are others in the American community and McC. saide know of none outside of Stanleyville but thereot of other Europeans. Sec.e have gone to the Belgians, Tshombe and Kenyatta. McC. said he thought the best solution is to concentrate on every conceivable channel to this fellowit will be more Effective than through military operations. Sec. asked McC. to make sure his fellows keep in touch with ours about planned operations and McC. said he would.
