Dear General:
You will recall that on recentave told you General DeGaulle persists in stating to. representatives and to representatives of foreign countries with whom he is visiting that he made specific concrete proposals concerning the organization and direction of NATO in8 but was nevereply. He undoubtedly was referring to his proposalhree-power directorate of world affairs with which you are thoroughly familiar. As you winomprehensive reply was given to him in writing. Furthermore it is my understanding that you discussed the DeGaulle proposal with him personally at Rambouillet and elsewhere andounter proposal to him, details of which youave recently gone over.
I have discussed the response to the DeGaulle proposal with Chris Herter, Livie Merchant and Andy Goodpaster and they all recall the facts exactly as you recently outlined them to me.
X assume that you will see DeGaulle in London or Paris. Inope you doelieve you are the only man in. who can have any influence on him and can openialogue which might pave the wayetter understanding. At least you might persuade him that his present statement that "the United States never gave him the courtesy of an answer to hiss not consistent with the facts-Please considerersonal communication between usave not discussed this idea with anyone here. a sorryid not know you were in Gettysburg yesterdayould have preferred to discuss this subject in person.
