my conversation of yesterday with Mr. William Carpenter, we have the following comments on subject paper and the attached draft statement by the President:

Any backgrounder should be cleared with this Agency before presentation, because it must be based on intelligence information, much of it derived from highly sensitive sources.

It is suggested that the first paragraph of the proposed statement by the President be revised so that the second and third sentences read as follows: "By this act the leaders in Peiping have taken one more step down the dangerous path of nuclear spread. addition, we agree with the suggestion of another element of this Agency that the last three words of the first full paragraph on page two of the draft Presidential statement be dropped.
