CIA DOMINICAN REPU3LIC SITUATION REPORT

ALTHOUGH DOMINICANS THROUGHOUT THE COUNTRY ARE ANXIOUSETURN TO NORMALITY, THE HARDENING INTRASIGENCE OF BOTH THE IMBERT AND THE CAAMANO CAMPS IS MAKING THE POSSIBILITYEGOTIATED SETTLEMENT INCREASINGLY REMOTE.

THE IM3ERT FORCES ARE NOW REFERRING TO ALL ELEMENTS IN THE RE3EL CAMP AS "COMMUNISTS- AND ARE CALLING FOR THEIRELIMINATION. FRUSTRATED BY THE CEASEFIRE AND THE AMERICAN TROOPS THAT ARE INHIBITING LOYALIST ACTION AGAINST THE REBEL STRONGHOLD, IMBERT CONTINUES TO TALK OF THE "POPULAR DEMANDS" FOR LHE ARMING OF CIVILIANS TO DO. THE EXTENT TO WHICH IK3ERTORCES ARE THEMSELVES GENERATING THESE "POPULAR DE-HANDS" CANNOT BE ASCERTAINED AT THIS TIME. IT IS CLEAR BOTH THAT HE IS EXPLOITING THEM TO THE UTMOST AND THAT THEREENUINE UPSURGE OF ANTI-COSMUNIST SENTIMENT IN VARIOUSPARTICULARLY AMONG THE MIDDLE AND UPPER CLASSES AND IN THE TRADITIONALLY CONSERVATIVE AREAS IN AND AROUND SANTIAGO.

ALARMED AT THE INFLATIONARY THREAT PRESENTEDHIS MOVE, THE OAS MOVED TROOPS TO THE CENTRAL BANK TO PREVENT ANY UNAUTHORIZED WITHDRAWALS. (THE BANK IS LOCATED WITHIN THE INTERNATIONAL SAFETYMBERT THEN PROCEEDED TO BLAST THE OASFOR "OCCUPYING" THE BANK WITHOUT THE PERMISSION OF HIS GOVERNMENT.
