It will be the function of the Spaceperiodically to examine all availablebearing on foreign space programs and to advisethe significance of such developments. Thesewill be made available to the USIB. This bo most helpful in framing our National forear final responsibility. Ihope that this panel would examine our collectionresources and advise me as to theirpanel would normally meetear lorso as to keep abreast of new developments inprograms. Members will serve for defined, over-
lapping terms so as to ensure appropriate continuity.
