MISCELLANEOUS OBSERVATIONS IN HANOI

ARE

FIVE ACT?YEWC^ROUNO POWER STATIONS SERVICING HANOI WHICH ARE LOCATED IN THE CITY^ANO IN "HE St'BJRBS.. THE MAJORITY OF CHILDREN AND OLD PEOPLE HAVE BEEN RELOCATED OUTSIDE THE CITY. AcSO, MAJOR INDUSTRIES HAVE SEEN MOVED OUTSIDE THE CITY, WHILE SMALL CONSUMER GOODS INDUSTRIES HAVE BEEN TRANSFERRED TO THE CENTER OF THE CITY. AN AGREEMENT WAS REACHED REGARDING THE TRANSSHIPMENT OF SOVIET GOODS FROM THE USSR THROUGH CHINA TO NORTH VIETNAM WHEREBY THE NORTH VIETNAMESE GOVERNMENT ASSUMES CONTROL AT THE SI NO-SOVIET BORDER.

THEREARGE POWER PLANT UNDERNEATH THE MAIN POWER STATION'WHICH APPARENTLY HAS NOT BEEN SEVERELY DAMAGED. THERE HAS BEEN NO RATIONING OF ELECTRICITY. AUTHORITIES HAVE URGED ALL RESIDENTS INCLUDING THE FOREIGN COMMUNITY TOOWN ON THE jSE OF AIR CONDITIONERS ANO OTHER ELECTRICAL APPLIANCES. HOWEVER, NO EFFORT HAS BEEN EXERTED TO ENFORCE THIS EDICT AND THE PLEAS HAVE BEEN DISREGARDED BY RESIDENTS. APART FROM THE IMMEDIATE EFFECTS OF THENOAY BOMBINGS, THERE HAS NOT BEEN ANY SHORTAGE OF WATER IN HANOI.

CURING THE AIR RAIDS, THE WELL TRAINED POPULACE RESPOND TO THE AIR RAID ALARMS BY GOING TO THE AIR RAID SHELTERS QUICKLYISCIPLINED FASHION. EW REMAIN OUTSIDE OJT ST ILL IN THE VICINITY OF THE SHELTERS IN CASE OF AN ACTUAL RAID.
