SUBJECT: American POWs in USSRAP Hews Story
In answer to the DCI's questions concerning the presentationenior State Department official to the Russians concerning American POWs, the presentation was not based on intelligence. The presentation. 'working paper* of the JointCommission on POW-KIAs presented by Ambassador Toon to the Russian members of the commission. It was based on interviews by Commission members of former American POWs and of Russians and itumber of circumstantial reports dealing with the capture and exploitation of Americans, primarily pilots, during the Korean War.
