I have been increasingly concerned with the problem of establishing the level of resources required to meet legitimate needs for intelligence. To help me in thisave suggested the creationational Intelligence Resources Board along the lines of the attached letter to Paul Nitzo. Paul has agreed to this proposal, which calls for representation from the Departments of State and Defenseational Intelligence Resources Board to bc chaired by the Deputy Director of Central Intelligence. ope that you will have no objection to my requosting Tom Hughes, as Director of the Bureau of Intelligence and Research, to serve in this capacity.
