Chau Thanh district, that the regional main force battalions received orders not to launchajor operations until they received orders from theffice cf South Vietnam (COSVX). This was supposedly done because of the prospects for peace negotiaticr.5.
"3. The Viet Cong in 3ac Lieu province have been explaining President Johnson's speech halting the bombing in North Vietnam and withdrawing front the presidential race in the following manner according to information received from the provincial reconnaissance unit. The Viet Cong are saying that the Tet offensive demoralized the American people and lowered their confidence in the president and his government. The President, knowing this situation and realizing that ho would be defeated if he sought roalaction, therefore withdrew from the race. The bombing halt was announced, according to the Viet Cong, because it hasailure and the American people were against its continuation. The Viet Conj also state that the bombing halt will be advantageous to them because North Vietnam will be able to increase its efforts to send arms and ammunition to the South and thus make it easy touick victory over tha allied forces.
