I. GENERAL

HI. PLYING

Two first officers were upgraded to captain and are now receiving theiroure of supervised line training. The twos are progroeelng normally and should atart training for their captain's check riae in the very near future.

January's pilots meeting was held onn withilots attending. The rest of the pilots were briefed throughout the aonth.

1. Several SOP'a have been written regarding the general management proceduresase Traffic Section. More are in the offing and upon completion it is the intent to incorporate themaae Traffic Management Handbook.

Some difficulty is being encountered in the control of the time cards. The bin departure from routine activities was the tine spent with DTT and various USAID and Vietnamese government officials discussing the possibilities of establishing an aircraft line maintenance course for Vietnamese citizens at Tainan, All concernedreat deal of enthusiasm over the prospects of such training, and advised that they would assist, to the extent possible, in obtaining passports and vieas for the trainees selected (the largest stumbling block to this proposed program).

Out station recoveries this month

Approximately, otary-wing hours were flown curing the month with no major problems, but we arc finding it rather hard to keep the choppers flying. slips. Also some parts drawn from Supply are not acceptable for various reasons, these are being returned to MaB with an attached memo to DCC explaining the problems. Munerous parts had to be "procured through local source" to prevent extended down tine of helicopters. Tno engines that have been extendedrs are now nearly out of tine again, ao in the very near future Saigon will be in needouple engines, do notpare engine at this time at Saigon.

The overall shop activities retained on an even par, with the exception of an increase in overtime in the Sheetmetal Shop, and an accident on7ustained aajor damage to the right nain landing gear,tack of PSP ano then collapsing.

Depending upon Air Vietnam, Continental Air Service or. Air Force should be reducedinimum. The skill level of our mechanics in the shops is relatively high. The proverbial weak link ln the chain of production is lack of tools. Motivating our own personnel Into putting forth that extra effort when tho pressure is on is not very difficult but depending upon other outfit to meet our schedules in anotier story.

The Hew Year has got off toood start in Quality Control. The aonth of January went byery routine raanner with the normal typea of problems being uncovered.

General Maintenance : henovabion of the old GMD Carpentry Shop ia nearing completion. The Toilet facilities are presently using installed. The major set back now are the electrical fluorescent fixtures being procured out-of-country. These have been on order since the As soon as these light fixtures arrive, AAM Personnel and CAT Ticketing Offices will be noved into the building.

Renovation of the new PXC office, Aa9 is underway and isomplete.

Power cable which has installed in underground conduit5 were pulled out from the transmitter room towards the Traffic Terminal junction box to0 pair communications cable. Other power cables in the conduit, not in use, will be pulled as soon as possible.

A bench grinder was fabricated in the GMD welding Shoppare motor from Supply and will be put into service as soon as painting is completed. The Welding Shop is still overloaded repairing damaged and cracked Tow bars and work stands.

All RGMD Departments were kept busy this month cue to many CKRa and urgent projects going on. GMD hasarge steel rack to accommodate pipes, angle. sheets and other assorted ateel for various projects. Also being fabricated this oonthathe Machine which will be used to turn down brake drums and fabricate motor bushings. This will save considerable time and expense now incurred taking than downtown. ydraulicly operated fire escape is nearing completion to be installed at the rear of the HMD Shops building. Both Lathe Machine and fire escape were designed by Oscar V.D/SGM.

A concrete fundatlon has been poured for Saigon's newW emergency powor unit. The power unit will be installed on it as soon as the concrete has sufficiently curred.

AKT II SITUATION SWOBX

The enemy continued to move large amounts of supplies and ordnance into South Vietnam. Many large caches were discovered, soma near Saigon, ferroriata acta, appear to be increasing, the primary targets being Government Officials and facilities. Many of our crews are breaking curfew restriction in the mornings in an effort to meet the schedule imposed by tho customer. This practice is becoming increasingly Dore dangerous with the arming of more teenager by the Government. They have killed or wounded numbers of people who were out during ourfow,alace guard on his way to work and military personnel. Several times they have opened fire on one of their own units. They will shoot at anything or anyone that moves during ourfow.

There has been an increase In Ant1-Alrcraft fireorps. Airburst have been reported up0 feet.

There haveumber of UFO's reported in II Corps. They apparently are Choppers, as tbe speed is usuallyP.H. The sightings are mostly at night and couldovement of troopo and supplies by the eneay. Indication are that the enemy plan to launch their spring offensive prior to fa-T. Major targets are reported to be Danang, Nha Trang, Blen hoa, Saigon end Can Tho.
