For forty years, the central feature of American foreign policy was containing the Soviet Union and its allies, wich the intelligence community supporting the President and the Congress in meeting the challenge of the cold war. One of the many features of chat period was that, beyond the cask of councer-intelligence, the worlds of law enforcement and intelligence rarely intersected. Each world had different rr.ar.dat.es enshrined in lawnd different missions.

That is changing.

Granced, both worlds still have distinctive missions. We in the intelligence business must help 'policymakers who are working to protect the potential gains from the past five revolutionary years, and we must provide critical warning time to the President and his advisors on the regional threats from such nations as North Korea or Iraq, which have far different conceptionsost-cold war era than we and our friends and allies have.

But we also need co tackle new and growing threats that can transcend borders: the proliferation of weapons of mass destruction, terrorism, international organized crime, and
