response to, CIA named two representatives to participate on the Guam Study Group chaired by the Director of Territorial Affairs, Department of the Interior. Now that the nature and activities of the Study Group have becomeelieve It Inappropriate for CIA to participate directly on the Study Group or Its Working Group. The principal reasons for this are the overwhelming internal US nature of the study, the publicity planned for the study and its participants, and the anticipated participation of representatives of the Government of Guam.

While CIA is withdrawing its representatives from direct participation on the Study Group, the Agency of course stands ready to accept tasking on the foreign aspects of the problem.
