CIA audio surveillance is appropriate only against foreign targets within. CIA will not operate audio equipment or otherwise actively assist other agencies in such operations against docestic targets. Scuipaent nay he cade available la such cases if:
There is full disclosure of the operation and there Is no legal inhibition against it when carried out by the other agency.
No CIA participation is Involved.
