SUBJECT CIA SUPPORT TO LAW ENFORCEMENT INVESTIGATION OF OKLAHOMA CITY BOMBING

Purpose: To describe ihe measures CIA took to assist US law enforcement agencies in iheir invest igation of the Oklahoma City bombing:

Even though it now appears Ihat the terrorists responsible for the Oklahoma City bombing were domestic in origin, it may be useful to review CIA's support to the law enforcement investigation before that determination was made, as an example of how the Agency can assist, and is improving its capacity to assist, in such cases.

Over the longer term, the Agency has committed itself to expand the Coumerterrorist Center to strengthen its ability to perform its mission, including its role of supporting US law enforcement.

CIA Efforts to Support the FBI Investigation of Oklahoma City

At FBI request, CIA provided pre- and post-blast imagery to facilitate forensic examination of the blast site.

FBI requested, and CIA stood ready to provide, language assistance for the investigation

The Coumerterrorist Centeressage to all Agency Stations and Bases providing basic information and tasking these elements for responses.

CTC followed up preliminary leads from CIA Field Stations with name traces and file reviews as appropriate.

In its efforts to support the investigation, CTC coordinated closely with FBI and kept in touch with other law enforcement agencies as the case developed.

CTC placed an officerhour basis at the FBI's operations center.

The CTC Communications Center was also placedhour duty to coordinate communications between FBI and HQS elements, logging in all reports and communications from our representative at FBI.

CTC searched its data archives for members of any Islamic extremist or terrorist groups known to have spent time in Oklahoma City.

CIA provided information on the explosives used in3 bombing of the US Embassy in Beirut for comparison to results wilh the Oklahoma City bomb analysis

- CIA set up an Agericy-wide Task Force lo focus foreign intelligence resources on the Oklahoma City case. (This effort was disestablished in light of the domesiic background of the apparent perpetrators)

The Longer Term: Expanding CTC's Capabilities

This event has servedatalyst to CIA's ongoing program to strengthen the Countenerrorist Center over the longer term, in recognition of the growing need. Personnel will be added and the Center's activities will be expanded.

CTC istrategy totanding structure that willuick and effective Agency response to terrorism-related emergencies and the associated need for support to law enforcement.
