Changes will proceed slowly, and will costs only after the generalsragmatic determination that lt ia in their interests to moke them.

Tha junta's base of support has slippedin the last year, but the military la under no real preasure to change its ways. As long as the armed forces can maintain Internal unity, they will ba able to ig.tore the exlating ineffectual oppoe*tion in Chile and prolong their stay in power.
