The President made public several measures to be incorporatedew constitution that will institutionalize, the authoritarian practices now being observed. The guarantees of human rights promised by Pinochet at the CAS meeting in Santiago in June received scant attention, and security forces will probably continue to ignore thorn. The Interior Ministry has announcedolitical prisoners are being released, but the state of siege has been extended for another six months.

Pinochet's tough stand suggests therotle room for flexibility inisit by the working group of the UN Human Rights commission; ita scheduled trip to Chile last year was abruptly canceled by Pinochet. Talks between the two sides appear to be stalemated, and the Commission'sreport to the UN will most likely again be highly critical of the military regime.
