OMEX Objectives and Discussion

The Deputy Chairran noted his favorable impressions based on meetings with members and their principals. He commented that the objectives he-has identified0 met with enthusiastic approval. COMEXery definite role to play in the defensive aspects of exchanges and commercial contacts (an assessment of the potential for US :ethnology loss); the Intelligence gain aspect]

This is the competency list that will permit the Secretariat to task the most appropriate organizations for an intelligence opinion based on their prior agreement to respond. Others also may make any appropriateich will be dulyn developing the Committee position. DoE took issue with the expressed contractu/al aspects of relating organizational competency to the technology being discussed. It was noted that each organization determines how they want to relate to the problem. However, if they have by charter .responsibilities forubject then they also are obliged to'provide value judgments in response to COMEX requests.

is the target for starting the-Sect file conversion and doing tho Community feasibility study. The Secretariat cannot function effectively and support the participants' withoutrogram. This implies that one of our basic problems, that of acquiring timely and complete data on the exchange transaction, Kill bc solved. The need toomplete picture of the transaction at the time the analysts are requested toalue judgment.on which the COMEX bases its advisory still prevails.

To help in the development of these needed tools, the Secretariat has hired Mr. Joseph Dytrtart-time consultant. He will be working on several special projects beginning in9 andalued addition to the staff. Negotiations also have been initiated with the National Foreign Assessment Center to have several officers with basic scientific and East-West Trade experience assigned to the Secretariatotational basis. We are also investigating the possibilities of having member agencies assign personnel on detail to the Secretariat for periods as short as six months or as long-as two years. To have maximum effectiveness and utility "the Secretariat needs to be increased innd jointly staffed.

eview of Exchange Activity

The review of exchange activity on the USSR was deferred until the October meeting.

The DoD directive'is moving through Pentagon coordination. Mr. Lewis reported that it should be ready inonth.

'.At this time other business was discussed including comments on the InterDepartmental Committee on Internal Security (ICIS) Subcommittee meeting which was held at the request-of COMEX to discuss the acquisition of more complete data on East Europeans Business Visa application. State agreed to request more data on the purpose and objective of the commercial visit."

The Chairman polled'the group on the value of data provided by COMEX particularly on how it feeds their data bases and thereby supports theirissionon-COMEX context. FBI found that it was useful as an alert to aid in informing their field offices that certain individuals would be in their areas.

the data to support their analysis and collection tasking.

The establishmentew Deputy Under Secretary of Defense for International Programs and Technology was mentioned. This organization now will have responsibility for developing the critical technology list underherefore, COMEX is extremely interested in their progress. Col. Hager the newly designatedember of COMEXrief the group at the October meeting on the'new organization and the status of the critical technology list and other projects assigned tohat are of interest to COMEX.

The meeting adjourned briefly and reconvened toresentation from Dr. Julian Nail, the Chairman of the Scientific and Technical Intelligence Committee. Dr. Nail commented on the evaluative work done by STIC on the draftritical technology list. This effort was to determine

The STIC Secretariat hadwith those persons in the Coramunity who were competent to address defined technological developments in the geographical areas being considered.
