IRAN

President Bani-Sadr apparently hopee to persuade the militante ooovpying the US Embassy to allow Revolutionary Guards to join then in the compound as the first step in transferring the hottagee to government control.

Tho militants probably will not accept this Even if they do go along, the militants and the Guards would bo rivals, and the danger of an incident would be significant.

Bcni-Sadr has only limited control over tho Guards. Many owe their loyalty to various radical ayatollahe, and there is no assuranceuard force sent into the compound would remain loyal to the President.

Militants' Spiritual Leader Elected

The militants' spiritual leader, Hojatolealom Khooni, was among those elected to the legislature from Tehran. ;i" is likely to advocate the militants' hardlino views when the Assembly begins its debate on the hostage issue. Xhoeni's close relations with Khomeini and hismanipulation of Khomeini's anti-US views have given him political Influence far beyond his abilities.

Oil Worker Proteats

eeting with Bani-Sadr on Tuesday, oil workers and members of tho Islamic Council of the NationalOil Company demanded that Oil Minister Moinfar be dismissed for reducing salaries byercent andpension eligibilities pending review of the system. Moinfar has been elected to tho National Assembly and will have to resign his Oil Ministry post to take his soat, but the oil workers are demanding his diamlasal before then.
