The disturbances on Tuesday in Santa Cruz, which led to the burning of the US Consular Agencyeportedly were ordered by inveterate plotter General Hugo Echeverria, Commander of the 2nd Army Corps headquartered in that city. Echeverria had hoped the riots would cause similar disturbances elsewhere and createilitary takeover. An almost comp'ete lack of response, however, has forced the rebels tc abandon their efforts at least for now, and Santa Cruz isto normal.
