The Gulf countries tear that Iran

may attack such facilities to discourage support toor in an act of desperation. They worry that the failure of Iran's recent offensive, coupled with tho Gulf states' increasing assistance to Iraq, could impel the Iranians to take such action-

Despite its war losses, Iran still has enough air and naval forces to attack military and economic targets in any country in the Gulf area, Iran put Iraq's two offshore oil terminals out of commission with naval commando raids in November, despite Iraq's air and naval defenses, which are much stronger than those of the other Gulf states.
