The government is responsible for the delay in the talks on union access to the media, reflecting its hard position on this sensitive issue. The minister in charge of trade union affaire recently told aemaammmsmejBmsmmjsmm> that the regime will make no additional concessions on 'essential* issues. fffaTfr

Meanwhile, the regime appears Intent on going ahead with large price increases for bread and other grain products. There has been little negative public reaction so far, and the Solidarity leadership does not appear to be pressingurther postponement. ssmas
