This Joint neoorandutn provides policy and procedures for the transfer of national intelligence collection tasking authority between the Director of Central Intelligence (DCI) and the Secretary of Defense (SecOef) In implementing the provisions of National Security Decision Directive. (U)
PROCEDURES:
Tasking Authority Transfer to the Secretary of Defense

The SecOef will ensure that all Defense Department intelligence components are imedlately advised of the transfer of tasking authority by the most expeditious Beans. (U)
The DC Iensure that the Intelligence Cccwunltyand all non-Defense intelligence cooponentsadvised of the transfer of tasking authority byexpeditious neans.
Reversion of Tasking Authority to the Director of Central Intelligence

The OCI will ensure that the Intelligence Cornunlty collection coemlttees and all non-Defense Intelligence components are Immediately advised of the DCI's resumption of collection tasking authority. <U)
The SecDef will ensure that all Defense Department intelligence components are immediately advised of the OCI's resumption of collection tasking authority. (U)
