POLAND: Jaruxelski's Speech

Hiniater Jaruxelski in hia speech yssterday to tht party plenum leveled tha moot sweeping criticimn of ihe 'JS by Poland in reeent years, atating that Washington baare the main responsibility for endangering world peace and that the US ia heading awayolicy of negotiation and toward confrontation.

In excerpts available from the speech. Jaruzelski criticised ths West for having sold Poland outdated equipmentood profit and said that Poland should give more attention to developing its "natural markets" in the East. h

On domestic issues the Prime Minister againthe need for martial law and pledged thatwould not win. He said that current tension: only prolong martial law but promised that the Interior Ministry will soon ease mors restrictions and release additional detainees.

Jaruzelski tempered his tough language by calling repeatedlynational accord" and "genuinesolutions." He restated his commitment to reforming the burjaucracy, introducing economic reforms, andthe cooperation of studsnts. Intellectuals, and the Church. bbj
