Thank you for your letter ofuly.

There was no connection whatsoever between any "finding" and the truck bombing. The Agency did not know or have any relationship whatsoever with anyone Involved in It. nilateral source later told us that some officer in the Lebanese service with whom we never hadirect or indirect relationship moonlighted without even his service's knowledge, hired some of the available talent off the streets and did the deed. o not know how to say any more clearlyave that the truck bombing was conducted by people we did not know or have any direct or Indirect relationship with, nor wasrompted, directly or indirectly, by any thing we were doing In Lebanon.

I have said all this on the record, written it for publication and we have testified to it on the hill. on't understand why people can't understand what we are saying. To be blunt. Woodward's allegation that the Agency was in any way linked to the truck bombingie. That is on the record and you can quote me.

I have sent your letter to the PRB. As you are aware, the ball Is in the NSC court. Ken de Graffenreid says changes arehe works. We have done all we can to get the NSC to focus on your concerns and to speed up the process. It is unfair to blame the Agencyituation over which we have no control. Our lawyers will be in touch with you.
