CHARLES (Charlie) E. ALLEN
Assistant Director of Central Intelligence for Collection
Mr. Allen was appointed Assistant Director of Central Intelligence for Collection by DCI Tenetn this capacity, he is responsible for Intelligence Community collection management and reports to the Deputy Director of Central Intelligence for Community Management as well as to the Director of Central Intelligence. Mr. Allen chairs the National Intelligence Collection Board, which ensures that collection is integrated and coordinated across the Intelligence Community. Mr. Allen hasember of the Strategic Advisory Group (SAG) of the US Strategic Commandhe SAG advises the CINC, STRATCOM, on scientific, technical, intelligence, and policy-related issues with respect to the development of the Nation's strategic war plans.
A native of North Carolina, Mr. Allen has served with CIAariety of positions of increasing responsibility both in analytic and managerial capacities., he served overseas in an intelligence liaison capacity and, held management positions in the Directorate of Intelligence.0 toe servedrogram managerajor classified project, reporting to DDCIs Carlucci, Inman, and McMahon, respectively.
Inr. Allen was detailed to the Office of the Secretary of Defense, Department of Defense, where heenior program management position in strategic mobilization planning.irector Casey asked Mr. Allen to return to CIA in the capacity of NIO for Countcrtcrrorism, Ine also was appointed Chief of Intelligence in CIA's newly established Counter-terrorist Center. As NIO for Counterterrorisro, he represented the DCIumber of interagency committees, including the chairing of the Interagency Intelligence Committee on Terrorism, and servingember of the Interdepartmental Group on Terrorism (IG^T) and the NSC Terrorist Incident Working Group. Following this assignment, Mr. Allen served as the NIO for Warning8n this capacity, he was the principal adviser to the DCI on national-level warning intelligence and chaired the Intelligence Community's Warning Committee.
Mr. Allen was awarded the National Intelligence Medal for Achievement3 by DCI Casey and the President's Award for Distinguished Federal Civilian Service6 by President Reagan.e was presented the CIA Commendation Medal for providing warning intelligence in DESERT SHD3LD/DESERT STORM. The Armed Forces Communications and Electronics Association (AFCEA) awarded Mr. Allen its lifetime achievement award for intelligencenhe Security Affairs Support Association (SASA) presented Mr. Allen with the William Oliver Baker Award in recognition of his major contributions to US National Security.
