AUTHORITIES AND RESPONSIBILITIES OF THE NATIONAL INTELLIGENCE COUNCIL AND THE NATIONAL INTELLIGENCE OFFICERS

This directive is promulgated pursuant tof the National Security Acts amended, and Executive. These authorities are reflected in Director of Central Intelligence, "The Authorities and Responsibilities of the Director of Central Intelligence as Head of. Intelligence Community."

This directive sets forth the responsibilities of the National Intelligence Councilncluding its mission, composition, and functions. The directive also addresses the role of National Intelligence Officers (NIOs) and tiie support the NIC may require from the Intelligence Community (IC).

The NIC supports the Director of Central Intelligenceolicymakers, and military decisionmakers by performing (he following national intelligence functions:

Producing National Intelligence Estimates and other estimative products that reflect the views of the IChole on key national security issues;

Warning of foreign strategic threats to US persons and interests;

Engaging with intelligence consumers in order to apprise them of the Community's thinking and to ascertain their intelligence needs;

Evaluating the Community's analytic and collection capabilities and recommending priorities in these areas, in conjunction with the Assistant Director of Central Intelligence (ADCI) for Collection and the ADCI for Analysis and Production; and.

Fostering analytic collaboration within the Community and

CHAIRMAN AND VICE CHAIRMAN:

The Chairman and Vice Chairman are appointed by Ihe DCI and shall manage the NIC. The functions of the Chairman and Vice Chairman include:

Formulation and implementation of the NIC budget;

Submission of candidates for NIO positions for approval by the DCI;

Evaluation of the performance of each NIO; and

Approval of NIC products, and development and executionroduction plan.

The Chairman works closely with-ormay serve concurrently as--the ADO for Analysis and Production.

NATIONAL INTELLIGENCE OFFICERS:

The NIOs. who are appointed by the Chairman with the approval of the DCI, are acknowledged authorities in their areas of competence. The NIOs draw on their own expertise, that of the Community, and that found elsewhere to pursue their work. Specific duties of the NIOs include:

Advising the DO on their areas of expertise;

Producing estimative products;

Interacting regularly with and supporting senior consumers of intelligence;

Engaging with outside experts and centers of information;

Supporting the DO, the Deputy DCIhe DDO for Community Management, the ADO for Analysis and Production, the ADO for Collection and the ADO for Military Support in the performance of their Community management responsibilities;

Promoting close collaboration among IC analytic producers on strategic warning and other issues;

Articulating substantive priorities to guide intelligence collection, production, evaluation, and procurement; and.

Overseeing the activities of selected DO advisory panels and collaborating with DCI production committees under NIC cognizance.
