1. aveci countemarcotics center and intend toci committee on narcotics intelligence issues to improve the planning, coordination, management and effectiveness of countemarcotics activities within the intelligence community. the director of the dci countemarcotics center also serves as my special assistant for countemarcotics and in that capacity will chair the dci committee. he will serve as my spokesman on countemarcotics issues within and outside the intelligence community.

SUBJECT: Establishment of the DCI Countemarcotics Center and the the DCI Committee on Narcotics Intelligence Issues

The DCI Committee on Narcotics Intelligence Issues will provide senior level advice and guidance on countemarcotics intelligence issues. This Committee will be formed within the existing Intelligence Community Staff structure and as noted will be chaired by my Special Assistant for Counternaxcotics. Senior representatives from each Intelligence Community agency and the Intelligence Community Staff will sit as members of this Committee. The countemarcotics enforcement and policy agencies will be invited to send senior representatives as observers. raft Director of Central Intelligence Directive (DCID) describing the new Committee will be provided soon for your comments.

I strongly believe the time is clearly here for us to bring together the members of the Intelligence Community with the law enforcement agencies on this issue and that in so doing we can achieve substantial improvement in meeting the needs posed by the national threat from narcotics. We unfortunately confront these challengesime when our resources are already stretched thin. Therefore, it Is Imperative that we pool our talents andommunity-wide organization to coordinate efforts on the broad range of countemarcotics intelligence issues.
