SUMMARY
CNC's Technical Initiatives Plan fors based on the perceived needs of not only the CNC, but other CIA elements which will provide direct support to the "war ons well. In some instances, project planning has also addressed the needs of other members of the US Counternarcotics Comnun ity.
To the extent practicable, the plan addresses specific issues, which if otherwise left unattended, would unduly delay the effective application of technology to the issue at hand. The plan attempts toalance between developing capabilities to better understand the inner workings of trafficking organizations and developing the material wherewithal to combat and neutralize those organizations. in

An enlightened and abstinent "Just Say No" American public notwithstanding, any truly successful counternorcotics program has as it's primary goal, the exclusion of illicit drugs from the united States. Clearly, the orchestrated interdiction of any illegal shipment is predicated on foreknowlcgc of it's existence: such foreknowledge may sometimes be gained by technical reconnaissance.
