MEMORANDUM FOR GENERAL ARNOLD:

I wish to call to your personal attention tbereport,ovember, which we have received from the OSS representative in Bern, and which deals with Swisstoward American bombing of Swiss towns:

General Guisan, Chief of Staff of the Swiss Army, is deeply disturbed at the repetition of our bombing of Swiss towns. Though he realizes mistakes are inevitable, he cannot understand low level attacks on Swiss territory, and indicates that this is seriously affecting the attitude of the Swiss people toward the United States. The OSS representative adds that he personally feels the situation created by the attacks Increases the difficulty of obtaining Swiss cooperation ln our present task of penetrating Germany.
