The above Subject le granted United security approval for uee as an agent only, subject ot the following limitations: It la understood that the Subjeot will have acoeee to OSSand contact with OSS staff porsonnel only to the extent absolutely necessary for hie training and preparation; that he will be handled and supervised inanner that his knowledge of OSS will be held to an absolute minimum. These limitations are neoessary to safeguard the security of the Organl2atio0 in the esent the Subject is captured by the enemy or imparts information to the enemy or any foreign government while on hla mission.

This opinion appears to be based partly on the premise that the Subjeot does not hove the necessary courage.
