The seriousness of current lawlessness throughout the Philippines Is aggravated by the large number of firearms In the hands of civilians. With armed dissidents present even In Manila and constabulary forces fully committed throughout the archipelago, themay have considerable difficulty preventing thefrom getting out of hand.
