The reasons for our changes arei
FBI merelyesire to withdraw*
We think that this is probably the one coenittee to which FBI could really contribute if it would.
We think our letter requires the FBI to do more thano actually withdraw if it wishes to do so after our explanation.
If it does actually withdraw, we think that then thisshould be reported to the IAC, with information copy to the NSC Executive Secretary.
Mr. Babbitt ia not opposed to our approach but his letter is also submitted as we understand It waa discussed with you before it was written.
