L. Pursuant to my conversations of yesterday afternoon and this morning with the Director and Deputyalked with General Smith and gave him our recommendations in response to his question concerning the advisability of withdrawing the US Military Mission from Ouatemala. After listeningrief summary of the reasoning contained in the reference memorandum. General Smith stated that he agreed with our recom-aendation and commented that this also seems to be the point of view of Ambassador Peurifoy.

Smith went on to say that we should moveexamine the composition of the present military mission, whichmay include individuals who may be neither disposedto function in the manner required. He thought that westeps with the appropriate authorities in the Pentagon to see tothe mission is strengthened by tho substitutionimitedofficers having real competence and background, giving as anHank Mueller who wasersonal assistant to Generalthe time the latter waa serving as Director df this Agency.

Smith concluded with the atatement that if we requirefroa him ln getting this whole matter laid on andwith the Pentagon, he would be only too glad toand.
