1, The Committee will be integrated by people of absolute confidence who will unfold their aotlvites without oatentation and will conoeal oa far as possible, their dependence on the Central Committee presldod by RUFUS.

The Committee should gather or organize the necessary mqtsj'ialt for the introduction of propaganda into Guatemala, not only of that which is prepared In El Salvador, but also what is sent from Honduras.

Thereexists Justified Interest among the government oircles and capital of El Salvador ln regard to anwell oriented and well directed campaign against International communism and lta penetrattion la the country} taking into account these reasons, the Committee should try to obtain the decision of the government and capital totrong campaign in their territory with projections into Guatemala, and in this case, coordinate their work.

9. MEXICO COMMITTEE

The activities in thla republic should be viewed as two separate oporationn:

that are performed by an antlcoaanunlatup of Mexicans;

that are assigned to*ooffimlttee whose tasksform consciousness against communism in Latinto prepare tho proper atmosphere for the movementsalvation of Guatemala.

The first of these entitles should be made-up of antlooaaunist Mexicans, as in many cases it would have to aim at ths problems of socio-political nature of their country. The fuadamental objective of an organization of this nature, will be to paralyse any action that tho moxlcan communists would want to realizeouray. Another objective of this organization will be to reply to any public attack that mexican Individuals ormay launch against our campaign. These being the fundamental objectives, this organisation would have to have the support of the mexican anticotanunlst organizations and, especially, the National Confederation of Students.

The second organization should be node up of Guatemalan exiles, coordinating their work with that being developed et the Uae, by the "Committee of Liberation off this eon be achieved) but, if this ls not possible, it will act independently coordinating their tasks with the GENERAL PLAN, la harmony with that which ie expressed inf this chapter,

Tho Mexican Antloonnrunist Ccsmitteo can begin its formation, making use of the work of the Guatemalan university students In exile, for which tha necessary contaote would be made and then decide on its organization and activities. It Is possible that lt may havoy the Mexican University Confederation, directed by antiooBBDUnist elements, act aa suoh an organization, whioh would giveolid backing for ths work mentioned before. The measure will be oriented to form this entity and for the exclusive ends to be presented.

In regard to the Committee of Emigrants of Exiles, already In collaboration with ths "Committee for tho Liberation oft would be in charge of the activities, generally, in tho Latin American campaign. It would coordinate with the anticoranunlst organizations that are now functioning in the Healsphore, and alsowould be in charge of all particulars related to the propaganda campaign against coomunlst penetration in Guatemala, its development and Its dangers. In addition, it would be in charge of the preparation and manufacture of propaganda to be distributed outside of Mexico.

The work of these committees would be dlreoted toi

f. To demonstrate great aotlvlty,lstraotion or diversion Bovenent for the government of Guatemala, obscuring the activities that develop in the Republic of Honduras.

Complying with these ideas, the work of organising these committees should be initiated at the end of the present month, for it is not considered absolutely necessary that the campaign in the Republic of Mexico be initiated on the 1st day of December of the present year. The action can be Initiated at the end off STAGE I, that is to say, onh of the month of December.
