n met with Mr. Wiener, General Ersklne and Col. eve office to discuss problems attendant upon

General Ersklne stated that action had not been taken vithin the Joint Chiefs vhlch vould make it possible for the Secretary of Defense to communicate vlth tbe Department of State for action essential to further negotiations between State and the Hicaraguan Government. Col. Smith indicated that the Joint Chiefs vould be unwilling to approve military aid pacts with the three countries in question unless they could be given some more convincing reason why such action vas justifiable. Ee pointed outomparable request had been denied by the previous Joint Chiefs, and stated that he felt the present body vould be reluctant to reverae* tbe decision of its predecessor. Mr. Wiener pointed out that the action requested vas basedecision of tbe OCX) vhlch called upon CIA, State and Defense to carry out certain measures all directedommon classified end. Be further outlined clearly and repeatedly vhy moderate military aid to Nicaragua, Honduras and El Salvador was desirable, but stated that be did not feel it vould serve any useful purpose for the detailed CIA plan of operations to be divulged to the Deportment of Defense. Col. Smith repeated his feeling that unless more information could be given to the Joint Chiefs tbey could not be expected to act favorably. General Ersklne stated that he understood the problem and vas particularly anxious toituation in vhlch the Joint Chiefs vould be ordered to take favorableevelopment which could only serve tohostility to this operation in the Pentagon. He remarked in closing that be planned to see Admiral Radford on the morningn the hope of workingatisfactory solution.
