It looks asotal blank on tbe reference a. effort.

annot quarrel seriously with the rationale of eitherf the reference b. ntaoranduaI nevertheless feel that their reactions are too negative to be compatible with our present "posture" toward the Ouatsaalan situation. herefore request that further thought and attention be devoted to both aspects of this aatteriew to getting

a little fire under the pot.

too have discussed the thesis of the Krock columnLeddyttempted to point out to bla that, ifour Eobassles in Latin America were given this thesis, well be able to work it into their oocveraatl nswith Influential meabers of the govemaenta toare respectively accredited. xplained that thisnot expected to produce any immediate or demonstrablybut rather that it couldart or abuild up an atmosphere of hostility toward tbe Ouatemalanthus play its part in paving Uie way for subsequent actions

in the diplomatic field.

Jt. Regarding the second paragraph of thetart of my general criticism of our own snd state Department'a propaganda methods and activities that wa do not follow up by repetition and reiteration the strong points which we are able to develop from time to time in support of our basio

position and long-range objectives* We oust get out of the frame of Bind that ue are In the newspaper business, and that the ordinary rules of publicity apply to our efforts. Justtory has been told once or even four or five tines is no reason Why ue should not repeat it again and again in various ways and through various nedia, ringing all the changes that we can think of to eabarrass and undermine tbe opposition. In this particular aaso the United States Government hasompletely unwarranted and highly insulting verbal shellacking at the hands of the Ouatemalan government, and In so doing has maintained silenoe for so long ae to have created en impression that we are supine and even timorous. Now that the opening has been given us and some useful aaterlalhink lt is our duty to oontlnue to hammer home the strcnriest points of this speeoh with all the force and imagination that we are capable of bringing to bear. Neither the Ouateaslans nor any other Latin American powers (be they antagonistic or friendly) ahould be permitted to gain thethat they can lightly Insult and heap indignities upon the United Statesand those who try it as Guatemala has dons should be made to feel the frosty draft of cur displeasure. This is needed in the Guatemalan situation not only to deter the regime from similar excesses in the future, but to give encouragement to other enemies of the regime and those who are potentially friendly toward the United States.
