The Committee should remember that the espionage services of the government and of the political parties will try to discover the deposits and the persons who are directing the internal movement, and this will make It necessary to take all security measures Imaginable so that the plan will be developed In accord with our progress.

The Ccexalttees will consider how the campaign of the interior may be improved, making suggestions which it considers Convenient and within the special powers conceded to it by RUFUS; to act Immediately, taking advantage of the opportunities of the moment; and In case the coo un-cations with the Central Committee ore cut, it may act within the directives contained In the SEBEftAL PLAH until such communications are re-established.

SALVADOR COWJTTEE

In the city of San Salvador, capital of the Republic of Elommittee of propaganda, will be organised and will function with jurisdiction El Salaador, and will be in charge of the development of tho specific plans for this country and Its work will be realized with theof the Ouatemalan emigrants and the organs orofficials which have offerred their cooperation,

groups of exiled Guatemalans who collaborate withbe organized as an enticommunist entity,to the organisations In Honduras. Onentity, its foundation will be made public Issuing

a patriotic ranifoato which will be published ln the Salvadoran press and in handbills and reproduced by the press of Honduras and Guatemala. To this last mentionedufficient number of samples will be sent in order that it may be known in the different departments of the Republic. This will be accomplished beforeh of Bovember of the current year. The manifesto ahould be of exalted patriotism and will determine the anticomrunlst stand of the organisation and its aim to struggle against International communism; its first stage being the salvation of Guatemala and tbe organization, in this country, of an integral demoxmoaa, which will guarantee tho intereata of the majority while It recognizes and protoe ta industry and private property. It will abstain from attacking the personi orf other guatemalan exiles, and will encourage the people not to be discouraged in their struggle against communism.

This organization will select the persons which should comprise the propaganda committee referred to In point 6.

6, The Committee of El Salvador will depend on the Central

The first of these entitles should be made up of antlcommunist Mexicans, as in many cases lt would have to aim at the problems of socio-political nature of their country. The fundamental objective of an organization of this nature, will be U> paralyse any action tbat the mexloan oomnunlata would want to realiseouray. Another objective of this organisation will be to reply to any public attack that max!can Individuals ormay launch against aur campaign. Those being the fundamental objectives, this organization would have to have the support of the mexloan antioemmunist organisations and, especially, the National Confederation of Students.

Tha Mexican Antieonmuniet Committee can begin lta formation, making use of tbe work of the Guatemalan university students la exile, for which the necessary contacts would be made and then decide on lta organization and activities. It Is possible that it aay have, tbe Mexican university Confederation, directed by anUeomEuulst elements, aot as suoh an organization, which would giveolid backing for the work mentioned before. The measure will be oriented to form thla entity and for the exclusive ends to be presented.

In regard to the Committee of Emlgrante of Exiles, already In collaboration with the "Committee for the Liberation oft would be in chergo of tha activities, generally, in tbe latin American campaign. It would coordinate with the anttooaannilaV organizations that aro now functioning in the Hemisphere, and also cWould be ln charge of all particulars related to the propagandaagainst conzsonast penetration la Guatemala, Its development andangers. The Committee of Guatemala and the Committee of El Salvador will have unfolded all the activities corresponding to their Internal organisation in accord with that which Is stated inf, for Guatemala and,n the same Chapter for El Salvador.
