It was explained that the need was for both cover and security and that no operations would be conducted with unofficial personnel within Naval premises. He then questlonned the purposes of the unit, stating that he would like toittle more about it than stated in the memo. Accordingly, he was informed that this unit was organised toequire^ placed on CIA by ths NSC and that ititfi priority(operational) with Lhe cooperation of the Department of Defense and Department of State. Although it was not stated in the memo, the adrainal was informed that itemporary matter, possiblyonths durationonths should be allowed for lt. Further, it would be appreciated if space is available, same could be ready for occupancyecember. Tho importance of keeping CIA out of the picture was emphasized and fully understood by the admiral.

DIVISION: Tho admiral agreed to determine whether space was available in ^is requested and would so inform Gen. Cabell, at which time detailed negotiations could be worked out.

COKKtNTS: It was evident that tho admiral had no knowledge of what facilities existed lof ^Lnd that he would have to determine same through his channels/ He appeared"fully cooperative and willing to support the request providing it was convenient to do so.
