Mr. Dalwin. Citizen, apparently engaged in shrimp fishing along the Pacific Coast of Central America, called at this office Purpose of his visit was to ask oesist0nce in contacting byisabled fishing boat belonging to him which is at present at some unknownoff the coast of El Salvador.
Regarding his fishing operations he made the following

Messer claims to have been shrimping off Coata Rica recently. According to him, he waa approached In San Jose, Coata Rica, on3 by two Germans unknown to him. These men knew heoat and asked if he would be interested in carrying contraband to Guatemala. They offered him thirty thousand) to carry) tons of arms to Guatemala, to be unloaded at Champerico. Material was to have been loaded onessel from another vessel in the Gulf of Nlcoye. According to Messer he neither accepted nor turned down the offer, thus leaving the door open for possible future contacts.
