However,nd his Informants are of the opinion that the documents sold by DELGADO were falsified and the government has been swindled. DELGADO Is believed to have been loosely connected with the allegedand therefore had sufficient knowledge of the plans being made by exiled Guatemalans to permit him tolausible (but untrue) story to the government and thereby enrich himself.
