Consideration should bo given to tho fact that while the Communist influence has made itsolf felt ln Latin America, it has not made tho conquests of which It oan boast ln Europe and preventive action as opposedalvaging operation, is still efficacious.
D. While WH urges that tho efforts of
organisation be directed to Latin America, WH would not wish an operation to bo carried out on its behalf since, presently, lt has no funds available for this purpose. Should, however, such activity develop to tho point where some support would bo needed for Its continuance or expansion, WH would probably be willing to seen the necessary authorisation to provide such support.
