Raactioas to tb* Soviet Initiative

Overnight prai* has continued to faatur* international reaction* to the Soviet Onion'* peace proposal and Iraq's apparent acceptance of it.

o The European ccuusity willautlou* approach to the Soviet peace initiative, according to Luxembourg Foreign Minister Poos. The EC feels the proposal focuses *ol*ly on rraql withdrawal andhe other UN resolutions.

o Carman Foreign Minister Genscher said Iraq'* acceptance of the Soviet proposalhe chance for peace in the Gulf, but added that the plan needs clarification on several important points.

o Italian Prise Minister Andreotti called the Soviet plan generally positive but said several points in the proposal needed to be "fine-tuned."

o Canadian External Affair* Minister Jo* Clark called the Soviet plan "promising" but *ald that nor* negotiation* are needed.

o Egypt'* Ambassador to the United Nations called Irag'* agreement to th* Soviet initiative "an important first step."

o Japanese Foreign Minieter Nakayasa aaid the Japanese government cannot iaaediately welcome the peace proposal and expects that more talks will be held.
