The time has coma, ve feel, for an uninhibited appraisal of requirements in terns of capabilities. Since HEGAKTT and LUGTON will be making their situations known personally to OHTBICH, on his arrival, the writer must take this opportunity to speak foe* himself and as the sole official representative of this Station,

Since PRBTCEP'a primary responsibilities involve his function as PBSUCCESS communicator for this area, lut^ua first consider matters relating to this function:

a. The processing of cable traffic presently accountsoo* hours daily) of the writer'stime. If this amount of time seems excessive (and it does tolease bear in mind that'in addition to straight LINCOLN traffic, this Station is now handling considerable PBSUCCESS info traffic from other Stations, voluminous personal traffic ralated to PBSUCCESS between tha new ODACID Chief of MISSION and Harold S. VHICTG (bothaa wellertain amount of non-PBSUCCESS traffic relating to other WHD operations in thio general area. Hot having received any Letter of Instructions to date, the writer's mandate for performance of the above is far from being clear. The new ODACID Chief simply told me that Harold S. WHffHUQ infovusd him thatil would handle their

There is no possibility of operating aradio station out of this mission, since tho local government is unusually woll-equipped to detect, monitor, and aubsequently olose down, any such unregistered activity, the government has given its approval, pending the completion of certain routine documents, which will include teohnical specifications as well as tho name of the proposed operator.

It should be readily aeon from the above that the "most appropriate" cover and, in facn, tho only cover available for the Subject of reference would be as the ODACID smobi radiohis is not only thewn estimate of the situation, but the abovo reflects the unconditional viewpoint of local ODACID officials.

In view of the above, the writer, the ODAOID Chiof of Miscion, and the Deputy Chief of Mission, question the soundneos, from the security angle, ofadio station and operator here only for the duration of PBSUCCESS. If, after going to all the trouble ofegal station in here, it and its operator should bo removed again concurrent with the conclusion of PBSUCCESS, of shortly thereafter, the rosultlng speculation would be along the lines that this activity has established ovidence ofnterest ln tho manifest results of PBSUCCESS, whatever they may be.
